Rules and formalities limit that which artists can do. It puts a barrier on the creativity of the artists and denies progress in the artworld. If there were rules definite rules on art, then it puts a muffle on creativity. If one has to work along guidelines, then all that will come out is what is defined by those guidelines. Art would become dull, stale because it was kept within the confines of authority.
On the other side of the spectrum, rules can also make it so only the good art is what is presented tot he general public, and therefore all the bad art would be filtered out and thrown into the depths of humiliation where they belong. Also, great revolutions of art, that would produce more good art, could not happen without rules. Rules do in fact produce progress, if not too oppressive.
We already conceive of art without any certain set of rules or expectations. There is no universal set of rules or methodology that artists must follow in order to create art. While there are certain methods that artists use, and while these methods have proven to create the best art out there, there is no one set that all people MUST follow. It is unrealistic, unreasonable, and impossible to think that such a set of rules or methodology could ever exist, but that does not mean that art is thus hindered by it. Art is art, and it shall always continue to be so.
