What is good art or bad art is really what Dickie's argument is about. In this case, those who we can trust to at least help us decide what is good art or bad art would certainly be art critics. It is their job to critique art and come to conclusions based upon skill and creativity and overall content within a piece of art. This goes for paintings, sculptures, novels, poems, songs, plays, etc. There are people who's jobs are based upon making solid judgments on art.
There are also museum directors and museums to help us see what others consider good art. Museums pick art (or at least should pick art) wisely and make sure to display that which is worthy to be called art. It is also here where people can run into others who may have knowledge on art in general and who can help guide them towards other good works.
But most importantly, it is up to the individual to judge for themselves what is good art and what is bad art. Listening to others is a good thing to do, but the opinions of others should only work as a guide in order to decide for oneself what they consider good or bad art. The purpose of art is communication of certain feelings and emotions, and as long as an individual gets something meaningful to them, then that is art to them, and that is what art is all about.
